Other Charges

Learn about some of the additional rates and charges that may appear on your bill.


  1. The Ontario Energy Board (OEB) sets the residential and small business rates for electricity under Ontario’s Regulated Price Plan (RPP). The OEB reviews and adjusts these rates as required. RPP rates are based on an estimate of how much it will cost to supply RPP customers with the electricity that they are expected to use. The OEB monitors and will adjust future RPP rates to reflect the difference between the actual cost and their estimated cost. The next RPP rate adjustment is scheduled to take place on November 1, 2024.
  2. The Delivery Line Loss Charge is calculated by multiplying the Electricity Charge Consumption (per RPP Category) by the loss factor and then multiplying this number by the current month’s Electricity Charge under the RPP rate.
  3. For customers who do not purchase their electricity from an electricity retailer, a monthly administration fee of $0.25 is added to the Regulatory Charge to recover a portion of the cost of systems required for the market. Class A customers are charged the Capacity Based Recovery (CBR) based on their peak demand factor (PDF). The CBR is part of the Regulatory line and is a rate of $0.0004/kWh. Class A Customers Regulatory rate without CBR is $0.0055/kWh.
  4. The Ontario government’s Ontario Electricity Rebate (OER) provides eligible consumers with a 19.3% rebate on their electricity bill. The OER is a pre-tax credit that appears as a separate line on your Hydro Ottawa bill.
  5. Wholesale Market Participants (WMP) purchase electricity through the  Independent Electricity System Operator (IESO). As a result, specific rates do not apply to WMP as they are settled directly with the IESO. WMP are not charged the Rate Riders related to the Disposition of Deferral/Variance Accounts of $1.0035/kW. Hydro Ottawa’s Variable and Other Charges for WMP Customers with 50 kW to less than 1,500 kW Billing Demand is $6.5975/kW.
  6. The rate rider for the disposition of Global Adjustment  is only applicable to non-RPP Class B customers. The rate rider for  Capacity Based Recovery is only applicable to Class B customers. They do not apply to WMP customers, customers that transitioned between Class A and Class B during the variance account accumulation period, or to customers who were in Class A for the entire period. Customers who transitioned from Class A to Class B are to be charged or refunded their share of the Global Adjustment and Capacity Based Recovery variance disposed through customer specific billing adjustments. These rate riders are to be consistently applied for the entire period to the sunset date of the rate rider. In addition, the Global Adjustment rate rider applies to all new non-RPP Class B customers, and the Capacity Based Recovery rate rider applies to all new Class B customers.
